Governance & Procedures

Parish Councils were established as the first tier of local government in 1894 to take over local oversight of civic duties in rural towns and villages. Charlcombe Parish Council held its first meeting on 4 December 1894.

Charlcombe Parish Council discharges its duties and powers within the law and according to its governance policies. These policies are reviewed annually.

The rules governing the behaviour of Parish Councillors are set out in a Code of Conduct which was last updated in November 2012 in accordance with Government and B&NES policy. Parish Councillors are required to register and disclose certain personal interests under the new standards arrangements introduced by the Localism Act 2011. Whilst B&NES administers the register of interests for all its Parish Councils, it is a requirement that where a Parish Council has its own website, its Register of Members’ Interests must be published on the website. In accordance with the Charlcombe Parish Council Code of Conduct, all members of the Parish Council are required to declare any gift or hospitality worth more than an estimated value of £50 which the member has received by virtue of his or her office, this is recorded in the Register of Members’ Interests.

Parish Councillors work to rules on how Council business shall be conducted These rules are set out in the Standing Orders adopted by the Parish Council. These are reviewed annually.

The way in which Bath and North East Somerset Council works together with its local Councils (Town and Parish Councils and Parish Meetings) is set out in the B&NES Parish Charter. This charter is currently under review.

Charlcombe Parish Council is a member of the Avon Local Councils Association (ALCA) which provides support and training for the Parish Councillors and Clerk. Through ALCA, we receive support from the National Association of Local Councils (NALC).

AUDIT

Notice of Conclusion of Audit. The annual external audit by Grant Thornton UK LLP was completed satisfactorily on 21 July 2016. All pages of the 2016 Audit Report are included in the documents listed below.
